I probably misinterpreted this but 'It's called a Clean air zone, there are one way systems that apply to poluting vehicles to make them drive further? Rich twits in there Teslas can zoom up one way streets the wrong way Legally?' No surel I'm probably just to stupid to understand this sensible proposal.

I suspect the one-way systems are to reduce the stop-and-go traffic, which would reduce pollution. However, I can't see a benefit to anyone in allowing a special portion of the cars to go counter-flow, since it would reduce the efficiency of the one-way (unless there's a bus lane or something they would share).
