Can't adjust fork rebound-2001 EV

Decided it was time to mess with the fork adjustments on the 2001 EV.
Compression moves to about 17 spots of adjustment.
Rebound is stuck. Can only move one click stop right once and click stop left once. Like between 2 and 3 o'clock without a click in between.
Any safe way to try and free this up?
I've tried compressing and rebounding on the forks while stopped and trying to adjust at same time.
No go.
Just don't want to damage it.
