NGC lawnmower carb question

old B&S I got a new carb but didn't notice where the little spring is supposed to hook..
it's a wire w/spring on the other end that controls the (governor?) ? and keeps the motor from surging.. I hooked it to the throttle where the arrow points as it's the only place I see for a hook to go.. motor still surges.. is that a jet issue or is the spring not in the correct place?

I love playing telephone diagnosis.
I think the spring is in the right place.
Why did you change the carb to begin with?
Surging is usually a lean condition with small engines. New carb/mani gasket? Fixed main, or adjustable? Electric fuel shutoff solenoid or no? Checked fuel line/filter/tank for water/blockage? Fresh fuel?
Something wistful and amusing, yet poignant.

that spring should pull the throttle to the stop. I believe

It's a pretty old mower and wasn't starting well last year and not at all this spring, carb was $20 so figured what the heck, the old one was all grimy with gunk..
motor burns a little oil, smoke at start up.
new gasket with carb, seems tight..
there is one adjustable jet if I turn it way in, engine dies. didn't change much when turning it out.. got a guess on turns out from stop?
fresh gas, no fuel shut off. has in line filter..

I should just go for a ride..

I would ck the air filter for flow, run it without the filter.
take the gas cap off, if its not venting it will cause this.
spray some wd 40 around the intake manifold and where the carb bolts to the manifold, to see if it is sucking air
could be the spring is too strong

Had the same issue once before and turned out to be a dirty/clogged air filter.

Usually the spring piggy backs the main throttle rod that you have already installed.  It kind of buffers the linkage.  Mike

If you can hold the throttle steady and it runs smooth, it’s a governor issue.
If you hold the throttle steady and it starts running rough it’s the carb.
Someone could have stretched a spring or has a governor adjustment incorrect.
