Theresa's instruments were submerged in 2013 along with the rest of the bike. The speedometer seems functional -- the odometer anyway, I can't be sure about the accuracy of the needle. But the tach just didn't want to get off the resting post, and when it did it got stuck at 3000 rpm.
So I took it apart. Still harboring dried mud.

The reason the needle was stuck was this tiny washer on the needle axis. It seems to be made of fiber and may have swelled up with moisture and never recovered its original ID. I tossed it out.

Back together, the tach works but the needle bounces around fiercely. That washer is apparently a damper.
New Vega tach on order.
