Rear Bow - Purpose?

Question about 2B003029 Rear Bow on the various V7s - what’s it for? Why not attach the tail light assembly & plate to the mudguard? Regulation? Aesthetic? Mudguard too small?

 Probably for structural purposes , better to hang the weight from a frame than the fender .
