Looking at the clip, I suspect it may well have been looked at as being a sacrificial test piece.  Everything went according to plan, but came in a bit hot.  Also, the rear of the rocket didn't even have the appearance of being designed to land on.

I went to watch the launch of the falcon 9 Sunday morning went perfectly I was told by a pad tech next time the booster is going to land on a pad on terrafirma instead of the ship at sea.

It does seem like Musk enjoys publicizing spectacular failures.   There were several Space X rockets that blew up or crashed on landing.  When he was introducing his pickup truck with bullet proof windows, he broke all the windows with a baseball bat and laughed about it and hit them harder as he broke them out.

It seems to work for him.

In the space business, if the vehicle makes it to the launch pad and they connect the first wire to it, success points start building. Apollo 13 was considered something like an 80% success. Challenger was even considered a marginal success something like 20%.
