I don't think you could restore one that nice for $8500....
100% you cant unless you have the skill, time, and equipment to do all your own chrome, powdercoat, etc...
I am working on a loop now (mine will be nicer than this one) and I have all the receipts from the previous owner's work (he put two years in it and it still wasnt running when I got it)-- the receipts total nearly $18K!!! Of course this is top of the line everything from the Bender harness, new engine internals cylinders-pistons-bearings, Heads rebuilt, stainless or NOS hardware and controls, wheels rear drive and tinwork all went to Cyclegarden for rebuild and polish plus an insane expensive paint job with silk-screened logos etc.
