My opinion is the asking price is a place to start negotiations. Unfortunately at the current asking price I do not think the seller would be willing to entertain what the real world value is.

You never know.  I once passed on a "steal" on a 1978 BMW R100RS that the owner was originally asking $5,000 for but eventually was nearly begging me to take it off his hands for $2,500 because he was desperate for cash for some medical bills that needed paying.  It had some mother-in-law caused garage scratches on the top of the tank but was otherwise close to pristine but I just didn't have room (I thought at the time) for another bike in the garage, so declined.  Six months later, I found the room & ended up buying my Mille GT for considerably more than the final price offered on the Beemer.

"Real world value" is whatever someone is willing to pay for it - despite what others may think it is worth.  If the chrome bores have been addressed & it is otherwise well sorted out, I think a price not much lower than the asking price would be reasonable, especially for someone looking for an older bike to actually ride regularly and not just be an "investment" or a quick flip candidate.  Fans of 850 Ts & T3s seem to be a growing group.

Having bought, refreshed  and sold several Guzzi's of this vintage Guzzi's what someone was willing to pay was substantially less than the seller in DC is asking. Mine also had the chrome cylinder replaced of which I'm certain the DC seller does not or he'd have mentioned it.

I understand the value of anything is what someone will pay for it and there is an ass for every seat but at 5K as an "asking" price I doubt highly the seller would entertain historically what these bikes have been selling for.
