Gas spitting from carb ngc

  My Kawasaki 2 stroke F7 175 will not start, always starts one or two kicks but not this time. On pulling the case cover ( rotary valve, carb is mounted lower right side0 to the to check the carb the cover and cavity where full of gas and when kick it is blowing gas out the intake side, kind of backwards I would think. Carb has been rebuilt, new crank seals. What would cause this?

When this was happening with my '99 T-Bird it was one of two things - I fixed both things so I can't say whether it was one or the other but my floats were too high and the bike's air mix was too rich.
