Noticed this after we had some hot weather. Thought it might have been from pressure build up in the tank so I opened the tank and got just a little pressure relief. Called the local dealer, Newport Italian and talked to Rey. He had me take a few photos and by the next day got approval from Piaggio to replace the tank. 5 to 7 weeks before the new tank arrives, as long as I can ride it's no biggie. This is on a 2014 Norge. And, a word to the wise, when someone says, "nice bulge/buldge', they are usually referring to to some guy's "package"

Had similar symptoms on a 2008 1200 Sport. Amazingly, the bulges and bumps along both sides of the fuel tank began vanishing (for the most part) once I converted the fuel tank venting system from the USA-only style to the rest-of-the-world style. Commonly known as a canisterectomy on Guzzi websites.Before the new tank is installed, I would have your dealer make certain that the USA venting system is working, ie, no crimped vent hoses, vent valve with too high relief pressure, etc, or you may be in for the same experience with the new tank.
