Can I put led turn indicators onmy 13 V7Special?
I can't find the flasher unit and heard that it may be integrated into the ECU

I doubt that it's integrated in the ECU, but it probably IS integrated in the instrument cluster.

You might want to see if these would work. They are designed to plug into a 1156 blub socket. They are just plug and play, no wiring mods needed.

I know that MG is not one of the brands that they list, but if your V7 uses a 1156 blub, they just might work.
