Short somewhere?

Working on starting Walter and when battery is installed both rear turn signals flash with ignition off. Prior to engine removal this was not the case so I may have pinched wire possibly. It seems strange both flash. Also horn works with ignition off is this normal? I don't want to get in to far without some advice from this  group. Bike is 74 Eldorado police model.

Yeah there is a switch for those flashers and you have a wire making contact somewhere.  The horn will work with ignition off so that is OK.

 Do the flashers on loop frames switch through ground or hot ? Seems odd that only the rear flashers are blinking .

 If a short is when a circuit is being made complete where it is not supposed to,  What is a long?

I have spent some time looking for short in system no obvious sign. I did remove rear lights at fender to eliminate ground and rear lights stopped flashing bot green indicators on dash still flash.
I have moved switches in all directions with no findings of change. It is good to know horn can function with ignition off thanks. That helps to stop some of my head scratching.
