Chinese construction has a terrible reputation for shoddiness.  Everyone seems to be "on the take", especially including safety inspectors.   Concrete is watered down, they skimp on rebar, they go cheap on everything they can get by with.

The solution - when an apartment building falls down and kills 100 people, you take the manager and staff of the construction company, along with the local building inspector, out back and shoot them.   Literally, with real bullets.    Not sure it fixes anything, but that's the method.

Maybe they did this "showpiece" better.
