1400 Eldorado Helmet Lock??

Any Eldorado (or other 1400 owners) find and use a helmet lock on the bike?
There is no mention in the manual, but there is a hairpin of pretty sturdy construction on the left side frame, just above the rear shock, under the seat. Is that a helmet lock?
Any input appreciated!

I'm not sure if this helps, but do you have a strange little double ended cable in the tool kit?
The CARC bikes came with a Helmet Lock Cable (AP8102502)

Its designed to pick up on a "hairpin" under the seat and unless you use it you can't get a standard helmet attached to the bike.
I kept looking at this strange little cable as it doesn't look like it should be part of the bike for months before I worked it out

No cable in my tool kit either......plus in the absence of a pivot up seat mechanism it is a real cumbersome exercise to lock in the helmet there. One would have to put the helmet down, then remove the seat and put that somewhere (probably on the ground) then loop the cable through the helmet and onto that hook and place the seat back. The reverse when you ride again. Not practical at all. It would have helped if the seat was on a pivot/support.......
