2012 V7 Racer starting weirdness

Guys, I have a 2012 V7 Racer that when I try to start it, I can hear the fuel pump cycle and the bike cranks like it should but will not start.  I then turn the key off wait 15 seconds, turn it back on and the bike fires right up.  Once the engine is hot I can turn it off and it will start normally the first try.  But once it cools off, it requires the key to be turned on and off and on again to start.  Any ideas on what is going on?

Look to see if it has spark when weirdness happens. Could be anything from ign switch to a phase sensor or the safety switches.
