What's up with this? Is this the factory lining? Is there a solvent to finish the job or couple handfuls of nuts/bolts and a good shake? The puckering lining is actually white not tan as in photo. It gave way all at once.

Pull off a large flake and see if you can tell what the stuff is. I think you might be looking at primer that got shot onto the well and is now delaminating.
Regardless, you'll want to be sure your filter is in place and remains clear.
