Not sure how much of a fly & drive distance you want to do, but a dealer in Maryland (
https://www.xps-usa.com/) advertises a lot of "no fees". I spoke with them about a particular bike, $100 doc fee that Maryland makes them charge and zero other fees. For the bike I was looking at it would have been $650 to ship it to CA. Then when you get it to CA you need to go to DMV where you pay the CA DMV fees and taxes.
If you do this, be careful with your purchase date and the date you show up at DMV. I bought a bike in Washington state, then was 2 weeks before I could fly up there, then took 2 weeks of fun riding back home to CA. Went to DMV, my purchase date was ~35 days prior, they charged me like $325 in fines!! So I should have gotten some paperwork from the dealer, gone to DMV immediately (with the bike still in WA), and done some type of pre-registration, paid my fees, not sure what else. Then visit DMV once the bike is back for the verification.
Another tip if you do end up doing a fly-and-ride ... give yourself LOTS of time. Most guys schedule stuff too tight and then get pissed off.

Like - land at airport at 9am, taxi/uber to dealer there at 9:20, deal done and on bike by 10:20, then 500 mile ride to such and such first night stay. no no no. Land at airport 9am, taxi/uber to dealer 9:20, deal done and bike ready by 11:20am, find out they put on wrong windshield (or something else is off), get dealer to correct, maybe buy a few others items, walk down street for lunch, bike ready by 2-3pm. Take a short intro ride, maybe 30 minutes - an hour, let bike cool off as you have a coffee, admire new bike, read manual, chill out. Take another 1hr ride, settle into first night hotel.
