Asymmetric fork extension?

I've noticed that when my front fork extends, one of the legs extends faster. "Pulling" the fork to one side. This is with the fork not in the frame and with the wheel removed. I didn't notice it while riding the bike. Is this normal or does this mean the dampers are worn?
This is a 1989 Cali 3 front fork

With that much disassembly already done I'd disassemble the individual fork tubes, wash carefully, check for wear/scuffing. replace all wear parts, measure spring length. Speak with someone that knows your bike model and its front end well.
Good time to upgrade. Re-assemble install. Steering head brgs? R3~

Is the Cal III one with the Bitubo dampers (adjustment knobs on top)? IIRC, on those one damper handled compression damping and the other rebound damping. Could be why they extend at different rates.

Thanks for the replies! These forks indeed have the Bitubo dampers inside of them, so that explains the different extension rates.
