V7 iii tank vent hose clamp

Is there an easy to remove the fuel tank vent hose clamp?  Do they make a tool for this type of clamp?

Oetiker clamps. I take apart by sliding one side left & the other side right, the clamp pops loose.  To replace I have and Oetiker pliers.
