I went for a walk the other day and found this lying on the footpath but have no idea what it would be for!

I don't know for sure what it is but I think those are illegal to poses or store or even look at and the advise to not talk about having one is spot on. Hopefully someone can tell us what it is before the authorities come at 3am with dogs, it's always with the dogs

  Maybe on the dark web or black market, but I wouldn't tempt fate. You can always grind down the end to a point and have a custom made ice pick.

I think it's an adjustment tool for a chrome kanuter valve. Won't work on the painted ones.

Are you certain the tip isn't just buried in the broken end of ???

 Damn , had been wondering where I left that , that is the tool that adjusts the dust excluders on old Triumph Ceriani style forks and doubles as the adjustment tool that calibrates the Earth's orbit around the Sun via a lever located in a secret location near Cedar Vale .

 It is without a doubt a left handed fine adjustment instrument for a corontonius stimagulator.  And it is no more illegal own one than some sex enhancers.  But not all.

Looks like it would work well to install or manipulate a smooth (non-hex) sleeve or coupling nut.  A smooth sleeve nut looks like a piece of tubing that's threaded on the inside. 

Screw sleeve nut onto end of tool, secure with lock nut, then install the sleeve nut onto a small stud with appropriate torque.  With handle to hold, it would then be easy to loosen the lock nut and remove tool.  Or it may be a tool for adjusting such a sleeve nut or similar female threaded part that isn't feasible to grip externally without damage.

Down here in the Southern Hemisphere we use it to install the whozzix on an oscillating perambulating triple nipple back shackle.

It's a very useful tool indeed, especially when you are out in the boonies and the gizmo comes loose from the whozzix.
