Yes, supposedly a little too much ring gap isn't an issue....Recent  thinking is the second ring is gapped a bit more than the top ring..Second ring is an oil scrapper not actually a compression ring.

Yes, and why BB Guzzi's use a Napier style second ring. My old RC30 from the mid 80's used 2 ring piston, 1 compression and an oil ring.

OK, update time.

- I emailed the Italian manufacturer (Freccia) of the MGCycles rings, as expected never heard back from them.  My question was basically why are the top 2 rings gapped correct but not the 3rd ring. 

- I ordered another set of rings from Harpers, they were not in stock, so needed to wait on a supplier getting them to Harpers

- While waiting I got the local BMW airhead wizard shop to take a look at my Freccia/MGCycles rings.  Turns out the 3rd ring ends were tapered a bit wrong (not flush when pushed together), they cleaned that up (they had the special ring gap filing tool (a very nice one), and that got it to the desired minimum 0.3mm gap

- The BMW shop guy wasn't very impressed with the quality of the Freccia rings ... having a flush meeting of the rings should be a normal thing not something you gotta clean up. 

- So was still waiting on Harpers rings to compare.  But his supplier was not exactly running like normal.  After a month with no shipment from the supplier I cancelled the Harpers/Deves ring order.

Just put the rings, pistons, cylinders, and heads back on today.  Will probably wrap this up in the next day or two (or three).

So at the end of the day you've done or had done what experienced engine builders do all the time, set the ring end gaps. It's a regular part of the engine building process.
