V85TT rear inner fender removal

On my new to me V 85TT traveler I need to remove the rear, inner fender cover to gain access to the turn signal wires. I removed all the extra turtle screws before I could tell that’s all there is but there seems to be one something holding it at the top but I can’t see anything that needs to be removed the previous owner at soft saddle bag mounds Givi’s he kept the soft bags so I need to put the church signals back in their proper place

well that didn't work all it says is remove cover.
