My 2015 V7 had the blocks in the rear wheel.
Held them in place with a touch of spray grease when changing a rear tire.  Made it easier.

I think kingoffleece deserves partial-credit. If for some reason the brake-side rubber blocks are removed/not installed, they can be a bit of a squeeze to pop in, dry on dry. Spraying with silicone lube or grease can help them ease in. But it should be obvious to not overdo it, or risk getting schmutz flinged onto the rotor.

Having just reattached the disc rotor to the V7C wheel, I can categorically confirm that the rubbers are to prevent ringing/alter resonance.
As an additional 'feature' they spring load the retaining bolts, leaving very little/zero chance of them loosening.
All in my ever so humble opinion.  :wink:
