Addressing a few points raised..
It often takes something drastic - a few deaths and/or seriously maimed - for action to be taken. We have a spoilt brat 'buzzing' around on an illegal e-scooter that their entitled parent(s) bought them. What will it take for something remedial to happen? I have my thoughts on what I'd like to happen, in order for the parents to be charged and kid chastised.
Let's take a hypothetical example. Someone at the far end of that bridge has a cardiac arrest but nearest paramedic is 15 mins. away on same side of the bridge. Nearer at hand is the ambulance crew 2 minutes away but can't get across the bridge due to unruly bridge activity.
Licensing of vehicles is to make street use accountable. Take that away and anything goes, as witnessed by the balaclava wearing thugs/toe-rags that currently infect (predominantly English) U.K. streets. Ooops, thread drift.
Commentary: Many of us got up to relatively harmless mischief when young(er) but there has to be limits.
