Petrol pressure regulator

Hi all
I am rebuilding a 2001 V11 Sport Rosso Mandello "nut and bolt" restoration.
This model have the petrol pump located outside the tank. I remember from starting this bike before restoration - that the first thing that happened after turning on ignition, is that the pump runs for about 1 second. I think this is to build up petrol pressure.
Now I have attached all wirings - but not attached the tank yet. That is the pump is 100% dry. (I have tested the pump in a bucket of petrol - so I know it works.)
Ignition on - but no reaction from the pump.
Does this mean that there is a pressurer regulator inside the pump? Will the pump not get the starting impulse when it is dry?
I should mention that I do not get sparks either. The rev. counter is not mounted at this time, should this affect something?

There are a couple requirements that must be fulfilled before the electrons will flow to the starter. The side stand switch, neutral switch, and clutch switch must be happy and then, maybe, the relays will change status for the whirrrrrrr business starts. There is also the issue of the electric petcock. Does yours have one? The pressure regulator is on the right side rear of the tank.

Ignition On, Sidestand Switch OR Neutral Switch (Neutral light On), Kill Switch On and you should hear the petcock click then Relay 4 picks up to power the ECU, the ECU turns on Relay 5 to pulse the pump.

I have sent you my mail-address.
Ignition ON - no reaction from the pump.Everything else works as normal (lights, horn etc.)
Press starter knob - starter function ok
What could be wrong?
The rev. counter is not mounted. Could this make a difference?
And also no sparks from the plugs.

It seems to me you are not getting power to the ECU, the pump is turned on by that through relay 5
Does it crank?
Do you hear the electric petcock click when you turn the key On or the Kill switch from On to Off with the key On"
Even if you have taken the electric petcock off the fuse F8 should still be alive to chassis with the key on.
If by chance the bike never had an electric petcock you should see voltage on one of the small outside pins of the relay No 4 socket.
Pull relays 4 & 5, make sure there is 12 Volts at the top most connector

Might the battery be in backwards, that will give those symptoms.
No, the rev counter is not required.
