The tach is triggered off of a signal from the ECU. I believe it is running at the pulse rate of one of the coils.

Hopefully, you don't have a cracked tank. The epoxy, or whatever it is, that the wires pass through can also leak.

Is it the actual bar that is bent, or is the triple clamp just twisted?

If you get everything right, that motor is a good piece. And it sound like you are getting there.

The fuel leak took an o-ring. done. If the tach is run off the ECU from the coil, well the bike runs great. There is nothing at the coil but it's plug. I'll deal with that later.

Yeah, I think the handlebar is bent, you can see scratches where they tried to straighten it. Any used ones out there?
