A properly set up Jackal has less than zero need for a Power Commander so that is meaningless , find out who actually built this thing before making a move , it is sort of interesting , but an improperly done conversion can be a nightmare . It's my sons Dusty. I'll get more information tomorrow. This bike is not far from where we live in the Piedmont area of NC. From the picture I can tell it's been repainted. It's looks good in the photo but I've been fooled too many times from pictures. I told my boy I'd be willing to go look at it. I think he said the guy is asking 4K outright.
Looks like a Paul Lind special. He lives in NC, and has done some nice Loopframe frankenbikes. Great guy.
That's an interesting bag of parts-You can't put dollar figure on it (ok, I guess someone can). I would be really, really skeptical.
The thing about the power command needing tweaking due to low rpm popping, I think that's how it was out, it tjis something that can be tuned after removing the power commander?

This looks fine to me and it would be a fun bike to play with. A 2000 Jackal 1100 engine should be very stout. Make sure it has the twin plate clutch assembly with the 5 speed. A properly set up and tuned Power Commander is a wonderful device. Whether the Jackal engine/EFI/intake/exhaust is bone stock or modified. Again, the stock fuel map wasn't designed for the benefit of the engine or power, it was only as a mandate from the government. Being able to tune each cylinder's AFR and the engine timing with a PCV is excellent option. Sadly, few Moto Guzzi owners seem to realize this. Likely due to such small numbers of bikes and even fewer tuning centers knowing much about tuning a Guzzi. That and having a bike properly dyno tuned costs a few bucks. If there's an air leak in any of the exhaust connections that could also cause some popping. It really depends on the circumstances of the popping.👍
