Throttle not snapping shut

Quick backstory - I recently added a Breva 1200 to my fleet. The sacred screw had been molested but ran ok. I happened to pick up a nice clean used set of TB's with untouched throttle stop screw and fitted them today.
Everything went beautifully only problem being the throttle sort of slowly glides closed rather than snapping shut when the twist grip is released.
1. Both return springs are intact on the TB's and with throttle cables disconnected snaps closed when opened by hand.
2. I have not re routed throttle cables in any way.
3. I have not attempted to lube the throttle cables at all.
4. Cable adjustment seems correct with a small amount of slack in the throttle cable at rest and a bit more slack in the return cable.
5. I disconnected the throttle cables at the twist grip end to give me enough slack to remove / replace the cables at the bell crank when fitting the new TB's. I didn't readjust the cables at the bars because the cable slack felt good.
6. Throttle used to work normally
Am I correct in thinking there is no return spring at the handlebar end ?

Not knowing a Breva....

My EVT had a slow throttle return. The bike has like a bar end weight factory stock. Turns out the weight was up against the hand grip ever so slightly, It was just enough to not allow the grip to snap back.

Thanks Tom, turns out a little more slack in the throttle cable and all is well !
