NY doesn't look at anything but the the title or transferrable registration...They just want your money...

In Florida, I bought a New Jersey titled bike and the local LEO came to the house and verified the VIN because I couldn't legally ride it to the DMV to transfer the title and wasn't going to take the chance of riding without a plate.

I just rode the LeMans down to the DMV without a plate and just had the paperwork to get a tag. Because it was previously titled in Florida, the DMV agent told me that I didn't need to bring the bike to their office.   And in this part of Florida I always see people without tags, doors, engine hoods, fenders, belching smoke, etc. so missing a tag is minor by comparison.

Pretty much the same with Tennessee.  They are far more concerned with your check number than your VIN number!

A additional wrinkle to the transfer process.  Any where to Hawaii.  You'll need the transport papers.  How did the bike get into Hawaii? and proof of it.  I see bikes for sale on Craigslist and cringe when I an out of state plate on it.  The "I shipped it in a container (Conex) with the house hold goods." excuse doesn't work.  "Why isn't it on the shipping manifest?".  At that point it's good to sell for parts.   :boozing:

You want to use up the registration on the vehicle till the end of the Year?  You'll need the permit for that.  Don't get it and your vehicles registration starts the day it got into Hawaii according to the shipping waybill.

Titles/registrations are issued by the Counties authorized by the State.  If you moved from another County, the title & registration have to be changed.   Don't do it.  You'll have a real hard time time selling it or registering it.  The person buying will have a hard time changing titles.

It helps to have a combo bill of sale & limited power of attorney for that vehicle.  Hawaii is an island state.  No shipping documents.  See the first paragraph.  🤣  I've done the dance with them numerous times and I was a Vehicle Inspector for Maricopa County, AZ & handled the paperwork as MVD Agent.  If all else fails I call my friend in the processing office.  Every state has their individual procedures that differ from other states.

Keep your cool and remember the bureaucrats that handle the procedures don't really care.  Don't p&ss them off.

I was in my 20s, with a family, working poor, going to college, so I wasn't going to take a chance on giving additional money away for riding an unregistered bike to the building right next to the police station.

Now, if I would have had to wait 30 days for a LEO to show up at my house to verify the VIN, the risk may have become worth it.

Around here, the fine for "improper registration" is $35.
In a pinch, some people have been known to swap tags.

Regarding the state not sending me the license sticker (Feb) on my Ducati, the state replied to my e-mail and have agreed to send it now.  This since cashing the check three weeks ago for a duplicate sticker that they failed to send me in February.

yup, nothing parties like fictitious license plates...I used to do it a lot but now the fine is steep and if no insurance, that's a bunch more money

Been talking the last few days with a "Tag IT" rep (private for profit tag office). She called me yesterday to say she had talked with Moto Guzzi and then another person they recommended. She was assured that with some effort the VIN is visible on the steering stem. Went there this afternoon. An around 60 year old gal grabbed a LED light went out to the Norge got down on Knees and then her back looks around and then proclaims "there it is" With me holding wires out of the way and her getting part of the numbers looking from below and the rest looking from above. Was out of there with a new tag in about 15 minutes.  :thumb:

You should try registering a Reconstruct bike aka homebuilt.  Many trips to DMV before I became an Inspector.         A pile of receipts for all the other parts, MSO for aftermarket frame and title or engine/old frame.  Loads of fun.

I had to take the chrome cover off the steering head on my EV to get the bike registered here.  Funny, the title says V10 Moto Guzzi.  I wonder if that'll bite me in ass someday.

My Daytona RS shows V10 Centauro.     My Piaggio MP3 500 shows the Make as:  Piagio.  Sometimes it's best to let it go.  I tried to get the correct weight on my Kymco 125 Agility would have saved me about $.25.  Wasn't worth the effort.

Both bikes are tagged now. Went back to finish up the T-3 this morning as I had been told late last week that all I needed to do was pay my fee and pick up the tag. Still took 35 minutes. The area supervisor must have spoke with the local one as at one point the clerk wanted to see my proof of insurance. I told her that that information was all entered last week, in fact you were the one that did it. She excused herself to go speak to the supervisor and when she returned she responded with no problem and went back to working on things. I had told her twice that I wanted an antique tag but when she finalized things she registered me with a regular tag. When I asked again about the antique tag she got up went to a rack of forms and handed me a form saying I must fill it out and send it directly to Santa Fe and wait for approval. I said forget it, continue with a regular tag. Geez!.

Sounds like you have a friend at the DMV with a great attitude!  What a royal pain just to register a bike!

Well, it's good that you finally got them registered in NM but you could have rode on you old ones forever and no one would care or bother you.
I lived in Santa Fe about 20 years until 4 years ago and never had any problems at the DMV main office except sometimes a language barrier.

In Florida, any licensed dealership can certify your VIN on the appropriate State form for you to submit.
Something wistful and amusing, yet poignant.
