Sounds like you are borderline with that fuse rating, when an unusual event occurs. Personally, I'd move to a 20A and keep 25A as a value of "last resort".
What's the mileage? You might ask what caused more current to be needed - worn/sticky starter motor brushes for example. A "sticky" starter motor will need/draw significantly more current than one in good condition. Your bike battery should be capable of delivering 10 times that amount for a short duration (cold cranking current). Check that you have good connections at the starter motor, particularly to frame/engine ground.
