  My Norge has no problem.  It was set up properly and battery and ground strap contacts are clean dressed.
 So I guess ignoring the corrosion that exists on the battery terminals as they are delivered and just slap them in the bike instead of taking a couple of minutes and sanding them off and applying dielectric grease would not help?  I do not know what is wrong with the original posters bike but I do know it is not a 'design' issue. If that was a case everyone would be complaining.
  I am not denying Pete is not 100% correct in his assessment of the starting circuit, just saying that something is wrong that needs to be found and we do not need to throw the baby out with the bathwater just yet.

I beg to differ, any time you try to pull 50 Amps through components not designed to take that current at the end of a bunch of spaghetti wiring it is an issue Guzzis have been suffering from Startus interuptus for at least 40 years (everyone is complaining). its time it was resolved. As I said previously I suspect the factory is not aware of the problem, it doesn't show up on a brand new bike with pristine ignition switch. Besides, why don't they show the starter solenoid correctly?
I suspect someone measured the solenoid current, found it to be 10 Amps and chose the components accordingly.
If you measure it you will find 10 Amps also but in fact if your meter was fast enough it would indicate more like 40.
Because the current is so high it only takes a fraction of an Ohm to throttle it. I suspect at some resistance it's not enough to pull in the solenoid but enough to blow the fuse.
Since a 15 Amp fuse can blow so quickly I would up it to 20 then fix it once the warrantee has expired

I have a simple test for "Startus Interuptus" to determine if you are suffering from its symptoms.

It involves a short piece of stout wire, say 12" long, with a alligator clip on one end.

Attach the alligator clip to the positive of the battery, and be careful with the bare other end not to short it on the frame, etc.

Then turn the bike on, and hit the starter button.  If the starter fails to fire, rub the end of the aforementioned wire on the back of FUSE 2 (or FUSE B if it is a 2V model).

If the starter motor bursts into life, then Startus Interuptus is preventing your bike from starting.

Put a 5 amp larger fuse in.  I had to do this on our Breva 750 and 2007 Norge, solved the problem on both bikes and have worked fine for years.

This much I know, my battery had no fuzzy corrosion and is properly coated. Now the grounding straps. I just got to ask. Is it required for proper dealer set up to disconnect and dress every ground strap and connection? Motointernational set my bike up. Most everything I have heard about them has been good. I feel it is a poorly designed starting circuit.

 I have seen the same thing on say a Suzuki Bandit headlight circuit. Start with 13 volts and lucky to get 10.5 at the head light plug. Bypass it and use the switch to trip the relay and get nearly 13 like it should be. Just saying!

Please don't think this is a Guzzi only issue. After over 40 years in the automotive field and the last 20 with Land Rover. I can tell you ALL European manufacturers grossly over engineer almost all electrical circuits. Nothing is ever straight forward. Domestics and Asian manufacturers keep things much more simple and to the point. The other thing all European manufacturers have in common is a reluctance  to change.  :boozing:
