Conical Needle in Carburetor: Question re Terminology

Quick question:

For the conical needle in my PHF30 carburetor, when the manufacturer refers to the third slot or groove for where the c-clip goes - does this mean the third down from the top?  If the c clip were in the top groove, the mixture would be leaner, so what makes sense to me - is that the third groove positioning, is numbered down from the top.

Someone, kindly confirm.... and TIA.
