Bub Exhaust Baffle Removal

Hi all,
Does anyone have experience removing (to repack) these Bub baffles?
I drilled out the rivet and they won't budge. Tried hammering from the engine side, pulling, spraying, heat, etc. Nothing. They don't even rattle.
Googling turns up Harley posts but nothing that looks like these.
