I have a 1996 California 3I and I’m in the process of getting it back to being road worthy when I figured out why the speedometer wasn’t working. Now I’m trying to figure out what caused this failure . It’s a 10 tooth gear is this what happens when it should of been an 11 tooth ? Or leaving the washer out of the install cause this to mesh improperly with worm gear? Thanks

Cable jammed and the heavy load on the gear damaged.
That is my vote.
A missing washer would not to that unless it was jammed in the bottom of the gear.
10 tooth, 11 tooth, doesn't matter.
The worm gear on the layshaft is likely toasted too.
