How to remove the T-3 dash

I have the big police style dash. There is a nut on the backside of the mounting hole. If I just turn the bolt everything turns. Do I just take the hole bolt out not trying to hold that nut? The nut and it's space is thin and even a Snap On wrench can't get in there. What's the secret?

Looks like a bolt that goes into top of bar mount bolt in parts book.
