In case you don't know what lugging is, don't make it work hard at lower RPMs. If the engine tries to rock the bike side to side, definitely shift down!
I don't know about the newer bikes (I like them from the 70s and 80s) but the ones I ride benefit from putting some pressure on the shift lever before shifting. It's like taking up the slack. Just as the engine speed is dropping and when the clutch gets released, it slips into gear smoother.
