You can get a LEO in your area to run a vehicle history report for that VIN# and the original buyer will be in that report.
I have a 1974 Eldorado that a previous owner tells me was purchased from a Texas ex police vehicle auction. I have no further information on the history of my Eldo but I would love to find out in which Texas police department it served.
So my local police department can only go back to the previous owner and cannot do a full history report. I got a hold of the CaDMV and chatted with a agent and they gave me a link to go to and download some paperwork to mail in with a fee for a complete history, here https://www.dmv.ca.gov/portal/file/request-for-record-information-inf-70-pdf/ I do have a relative that's ex-LEO in the Ohio area I'll call and see if they may have some info.
This is interesting. I sold a Jeep to a friend and put my name on the title as the lien holder. The new title never came back to me because he never registered it. He moved out of state and I had no contact information, he wouldn't return phone calls. He still owes me $2,500. A couple years ago he moved back to Cali, not too far away. I went to DMV to get a duplicate title, I was told it dropped out of the records. After sitting outside for years I don't even want it back even though it is a pretty cool Jeep, CJ3B with a Buick V6 and a lot of other extras. Turns out he has stiffed a lot of other guys so recouping the money he still owes me is probably not going to happen.kk
