Marstaller Motors in Waco sells what you are describing.  Called the "Reeper".  It comes in green.  It has an MC engine.  $15 G's + TT&L and it's yours.  Check their website to see if that is your mystery car.

It's the same type of vehicle as a Razor, or other side-by-side.

I'd be interested to know more, but will bet it's a State by State deal on registration for on-road use.

We had some diesel TomCars overseas. What monsters they were. Took huge abuse. You could weld, hose clamp or zip-tie mods all over them. Great range and could pull a respectable load behind too. The suspension travel would have been the envy of a Baja racer not too long ago.
