Innocenti is certainly not the first. Indian, Burgmeister, Marusho Lilac to name a few.

Lambretta 250, designed by Ing. Salmaggi, built in 1951, tested but never raced. Rumor has it that Lambretta was none too happy with other manufacturers (particularly Guzzi and Gilera) building scooters and that bike was a "warning shot" to let them know that if necessary, Lambretta could and would build motorcycles too. Guzzi's way around the problem was to build a "big-wheeled" scooter, the Galletto, therefore not competing directly.

Innocenti = Lambretta.
