Another Title question, this time the DMV messed up

The bike I'm working on has matching frame tag and engine ID's.  I don't have the title, but I have the registrations from the previous owner (who passed away a while ago)  On the registrations they put down the wrong frame vin (9 instead of 3) but the motor ID is correct. It is a '75 Tonti, and has had the same incorrect registration since the original owner purchased this.  I've been trying to figure out how to register the bike, last registered in 1989 (with wrong vin)  The bike has a clean record, now, how do I go about getting a title with the correct info (By the way, I live in California).  Thanks,

That's the combustion chamber of the turbo shaft. It is supposed to be on fire. You just don't usually see it but the case and fairing fell off.

In Maryland, you just take the vehicle to someone qualified to do a VIN Verification (MVA employee or notary are the ones I use), have them fill in the appropriate form and give that to the MVA.

In New York state you have a sheriff's deputy come to your home and do a VIN verification. They have a specific form they use. That form can then be taken to the DMV to obtain a proper title.
