The difference then is carrying on with the 1200 8V (Norge/Stelvio) selling whatever they can or doing something before the other shoe drops? (question)

Can't see the current 1200 8V going the distance of 5 years with just enough to meet emissions. Maybe if they went the features route but that seems as unlikely. It doesn't look like Norge sales are increasing (maybe they are?)

Was it a general performance boost throughout or relegated to certain parts of the rpm range?

Water cooling like anything, if done right can add to instead of take away from reliability and performance. The Norge isn't lacking in engine performance by any measure. What is gained is continued production in the light of ever increasing emissions regs, it would be a sad day to see the Norge/Stelvio being discontinued.

Do you think water cooling would change the character of the engine? I'm thinking it wouldn't and done right how the engine looks could even be enhanced.

I've ridden the RT and RS models, more power everywhere and big top end that Beemers never had.  Just a notch under Sportbike territory for the RS.
