Over the past week or so, I've noticed that my 2011 V7R perceptibly retards and surges when at constant throttle around 3000 RPM and under acceleration like it is being starved of fuel.  It's got the original fuel filter with 12,000km on the odometer.  I'm aware of the failures that have been documented here where the plastic and metal parts separate. Is this the sign of an impending fuel filter rupture?   I picked up an all metal one from Napa today with the intention of replacing the existing filter.

More likely just a poor tune. When were the TB's last balanced?

I'm with Pete. There has been only one or maybe two reports of a fuel filter failure in over a decade. When I tested my 3 year old filter recently it was no where near ready to fail.

 I think the OP is referring to a fuel "PUMP failure .

Highly doubtful. He states filter in multiple places, specifically mentions half plastic separation and rupture, and states that he bought a metal one.

I know it's early but how on earth do you get pump from that?

A filter is either going to fail catastrophically and dump pressure to the rail or it will continue working. If it starts to get blocked you'll hear it labouring and it will probably not prime properly but it's unlikely to cause an intermittent issue.

On the internal pumps one issue can be that the pressure relief valve spring can rust out and fail due to a build up of water in the tank but this is rarer in places that habitually add ethanol to their fuel obviously.

According to my maint records, TB sync was last done 8,773km and two years ago.  I'll get on that as well as check valve clearances for good measure.
