 That should probably be reported , no mention of what the title is to , whose name it is in , nothing.
There have been cases where a the part of a frame with the VIN # been sold with a matching title , but this looks like something different . Besides $350.00 for a title ????

 Considering where it is, it is most likely stolen or in some other way illegal.
Obviously looking for a customer with a stolen bike to sell it to.
