Is this actually rideable?

I'm not trying to mock this design, just really curious.

 The seat looks so low, it's hard to imagine how the rider can see over the gas tank.

 Not all that extreme compared to some choppers . No problem seeing over the tank unless you are a keebler elf .

I think it's kind of cool in some strange way. I like the 350 aspect, and I suspect it would be ok for short commutes.

It's rolling on a 21 up front and an 18 in back. So it would be easy to fit dirt-bike knobbies and make yourself a bob-scrambler.. or a scrambobbler...

Well, I'd guess that a reasonably tall female might be able to tolerate, or even get a thrill out of, the seat/bars/footpegs configuration.  A guy, it looks like, would have to be very pain tolerant in the family jewels area, especially if hitting any irregularities in the road, with a hard-tail frame & no suspension at all on the seat.
It is basically a styling exercise that can be ridden, not a rider that has style...  Nothing wrong with that if all you're doing is riding from bar to bar - I went thru that phase in my misspent youth, so I can't criticize.
