NO.. you need properly tuned bike, with the correct factory map. "Adjust" the EPA canister minimize its effects AND make sure the throttle cables have the proper tension. Balance the TB's and it will be fine!
So, the stock FI mapping on the Norge should not be notchy?
When you say "notchy," do you mean that your Norge bucks and lurches at low throttle settings in first gear? If so, then Beetle's map largely cured my current Norge of that. I believe the bucking and lurching is due to the stock map being overly lean. (My Ducati was far worse!) Also, my previous Norge had an Agostini can with the DB killer removed. The ECU trimmed around the more open silencer, causing the engine to run richer, largely eliminating the bucking and lurching (and making the Norge sound glorious in the process!).

Maybe just a loose throttle cable.
I was thinking a overly tight throttle cable. The smallest movement of the throttle and it lurches forward, backing off and it bucks. Not a lot of fun in stop and go traffic.

Who did the last throttle body sync and TPS reset. Maybe it just need cleaned up a bit.
