2002 V11 Lemans --ground shorts?

I have a V11 lemans. Recently the tach stopped working, and now I see my lights do not work. I am told the grounding to the instrument gauges is not that great, any thoughts or help from anyone? Also, where does one find a shop manual, IN ENGLISH, for this bike.

Yes, there is a dodgy ground on the tach, but if your lights aren't working either, that's (probably) a different thing.
A schematic is also found on thisoldtractor. You want the version without the catalytic converter. Unfortunately it's not in color like this one that includes the cat. They are probably very similar, though.

When I'm disassembling parts for maintenance on my '07 Griso, '03 Lemans  and '81 V50 I use a dremel with a brush tool to clean ground bolt/screw threads, electronics parts cleaner for the nut threads and frame where it's attached to.

I look at it as preventive maintenance that I only have to do once this lifetime.

The Tach is fed from the headlight relay along with the Voltage regulator so if the light isn't working chances are the bike's not charging either.
The headlight relay is fed from the Normally Closed contact of the Start relay, make sure that's a 5 pin, the Start relay sometimes fails. If you haven't swapped out the relays I suggest you purchase 5 x 5 pin relays from Digikey part No Z2247-ND.
BTW, the idiot lights are also fed from the same source so your charge and oil pressure lights aren't working either giving you a false sense of security.
