Thanks for all the ideas. I went to see the State Patrol in Colville yesterday to see about them looking at it for an abandoned or junk vehicle title. Their office is closed until Nov 8. That will give me time to check into some of these alternatives.

I spent an hour or so out in the shop before supper. All the brakes are now freed up and the levers feel normal. The clutch disengages and feels good and the throttle cables and slides have even freed up. It was so encouraging, I got the timing plug off and stuck a screwdriver in the hole for the biggest test of all. The engine turned over and felt good. It is tempting to clean the carb bowls and try to start it, but I don't know if that would be wise or not. Probably better to not chance running the chrome liners through the oil system. One of the tool boxes doesn't have a lock and just flops open. The other has a lock. Of course there are no keys. I really would like to see what is inside. Does any one have a tip on how to get it open without wrecking it?

For the toolbox, you might be able drive the hinge pin out and remove the lid.
